KAMPALA, Uganda — The arrest of former Kampala Lord Mayor Erias Lukwago by security operatives on Tuesday has triggered a wave of criticism from legal professionals, opposition leaders, and civil society groups, who are demanding an explanation for his detention.

Witnesses say heavily armed security personnel surrounded Lukwago's residence in Wakali, Wakiso District, during the early hours of the morning before taking him away to an undisclosed location.
